Contents: Frank F. Tallman: Dynamics of Change in State Mental Institutions. Regarding his service as director of the Department 1949-1953 and innovations in state hospital policy and program. Appended: copies of vitae, speech, article, etc. Portia Bell Hume: Mother of Community Mental Health Services. Regarding her involvement in the development of mental health services; early days of Langley Porter Neuropsychiatric Institute; role as director of community services in State Department of Mental Hygiene; passage of Short-Doyle Act; political career of her father. Theodore Bell; her husband, Samuel J. Hume and his association with the University of California, Berkeley, as faculty member and director of the Greek Theatre.
